医疗物资库存的动态轮换是缓解突发公共卫生事件的重要保障。参考突发公共卫生事件分级标准,将突发公共卫生事件划分为四个等级,设计了疾病传播、物资调配和物资库存轮换三个子系统。运用系统动力学方法,建立疫情防控和应急医疗物资轮换的动态协同模型。在此基础上,分析系统中关键因素之间的因果关联,并设计了突发公共卫生事件医疗物资轮换决策的系统动力学仿真流图。仿真发现:(1)医疗物资的轮换需求同感染率和人均需求呈正相关。事件的等级越高,需求峰值越高,轮换的需求也越大。(2)医疗物资库存的轮换速率受物资调配运输延迟的影响较大。运输延迟时间增加时,物资抵达速率下降,实现物资补给和库存稳定的时间也越晚。(3)物资变质率影响医疗物资轮换需求。物资变质率越高需要轮换的医疗物资数量也随之增多,物资需求的日期更加提前,从而影响灾时需求和日常轮换需求。

he dynamic rotation of medical material inventory is an important guarantee for alleviating public health emergencies. Referring to the grading standards of public health emergencies, the public health emergencies are divided into four grades, and three subsystems of disease transmission, material allocation and material inventory rotation are designed. Using the method of system dynamics, a dynamic collaborative model of epidemic prevention and control and emergency medical material rotation was established. On this basis, the causal relationship between the key factors in the system is analyzed, and the system dynamics simulation flow chart of medical material rotation decision in public health emergencies is designed. The simulation results show that: (1) The rotation demand of medical supplies is positively correlated with the infection rate and per capita demand. The higher the level of events, the higher the peak demand, and the greater the demand for rotation. (2) The rotation rate of medical material inventory is greatly affected by the delay of material allocation and transportation. When the transportation delay time increases, the arrival rate of materials decreases, and the time to achieve material supply and inventory stability is also later. (3) The material deterioration rate affects the demand for medical material rotation. The higher the deterioration rate of materials, the more medical materials need to be rotated, and the earlier the date of material demand, thus affecting the disaster demand and daily rotation demand.
