21世纪以来,作业负担屡屡出现控后反弹现象,说明还有内在因素尚未探明。以党和国家指明的关键能力为方向,以党的教育方针及习近平同志的讲话精神为指导,综合运用脑科学、教育学、心理学等多个学科研究成果,分析作业负担反弹的内在逻辑,最终确定执行功能是关键性要素。执行功能是人的大脑控制和调节自身思考过程和行为表现的一系列高级认知能力的统称,与智力、创造性思维、批判性思维、元认知、核心素养等当今教育诸多培养目标紧密关联,是拔尖创新人才的重要识别特征,是国际公认的学生学业成就预测指标,其培养涉及德智体美劳各个方面(包含作业训练)。综合分析显示,伴随着人民生活的日益富裕、社会的多元化发展,基于传统生活维系的家庭、社区执行功能培养体系逐年瓦解,造成越来越多的儿童执行功能发展缓慢,入学后表现出专注力不足,懒于学习、惰于思考的现象。与之对应的是,随着年级的升高,学生的执行功能水平需要阶梯式上升才能高质量的完成学业。这两者之间产生了逐渐加大的张力,使学生执行功能培养需求逐年递增。面对这种冲击,学校教育对五育中现有执行功能培养方法缺少必要的一体化实施,疲于应对家庭、社区培养体系瓦解所转递来的培养需求增额。加之低成本、易操作的综合性评价指标的缺失,使作业训练突破防控机制,逐步挤占其它培养方式的生存空间,虚化五育,成为满足学生执行功能发展需要,拔高学生学业成就的重要路径,积聚出了诸多与执行功能相关的教育难题。在这一过程中,执行功能发展需求与作业负担在两个方面存在关联。第一,追求执行功能培养极限导致作业负担的不断上升,并逐步转化为校外培训负担的增加。第二,作业负担成为满足执行功能发展需求的重要路径,只是控制作业量并不能解决内在需求问题,导致频频出现控后反弹。针对3-15岁儿童,围绕执行功能培养问题,通过宣传脑科学研究成果,引导家长、教师形成共同育人观,减少内耗;以《家庭教育促进法》和传统文化为纽带,重塑家庭教育观,构建社区道德共同体;借助执行功能研究成果,优化学校教育、社会教育现有的五育育人路径,提升执行功能整体培养效能;以幼教及小学低年级学生感觉统合水平、习惯养成状况,中小学生考试合格率、近视率、心理健康水平、体质健康水平等诸多执行功能相关因素构建综合性评价体系,最终形成涵盖幼教、小学、初中三个学段,包括家、校、社三个维度的五育融合一体化培养、一体化评价体系,可形成长效减负机制,助推“双减”深化落实。

Since the 21st century, the phenomenon of rebounding after control has repeatedly occurred, indicating that there are still internal factors that have not been explored. Executive function is a general term for a series of advanced cognitive abilities in which the human brain controls and regulates its own thinking process and behavior. It is closely related to many training goals of todays education, such as intelligence, creative thinking, critical thinking, metacognition and core literacy. It is an important identifying feature of top-notch innovative talents and an internationally recognized predictor of students academic achievement. Its training involves all aspects of morality, intelligence, physical beauty and labor (including job training). Comprehensive analysis shows that with the increasing affluence of peoples lives and the diversified development of society, the executive function training system of families and communities based on traditional life has been disintegrating year by year, resulting in the slow development of executive function of more and more children, who show lack of concentration, laziness in learning and laziness in thinking after entering school. Correspondingly, with the rise of grade, the level of executive function of students needs to rise in steps to complete high quality studies. The tension between the two has gradually increased, which makes the demand of students executive function training increase year by year. In the face of this impact, school education lacks the necessary integration of the existing methods of executive function training in the fifth education, and is too tired to cope with the increase in training demand transmitted by the collapse of family and community training system. In addition, the lack of comprehensive evaluation indicators that are low-cost and easy to operate makes job training break through the prevention and control mechanism, gradually occupy the living space of other training methods, and blur the five education, which has become an important path to meet the development needs of students executive function and improve students academic achievement, and has accumulated many educational problems related to executive function. In this process, executive function development needs and workload are related in two aspects. First, the pursuit of the limit of executive function training leads to the rising workload, which gradually translates into the increase of out-of-school training burden. Second, job load has become an important path to meet the development needs of executive function, and only controlling the amount of work can not solve the problem of internal demand, resulting in frequent post-control rebound. For children aged 3-15, focusing on the training of executive function, through the publicity of brain scientific research results, parents and teachers are guided to form a common education concept and reduce internal friction; With the Family Education Promotion Law and traditional culture as the link, the family education view is reshaped and the community moral community is built. Based on the research results of executive function, the existing five education paths of school education and social education are optimized to improve the overall training efficiency of executive function. Build a comprehensive evaluation system based on many executive function related factors such as the sensory integration level and habit formation status of preschool and lower grade students, exam pass rate, myopia rate, mental health level and physical health level of primary and middle school students, and finally form three sections covering preschool education, primary school and junior middle school. The five-education integration training and integrated evaluation system, including the three dimensions of home, school and community, can form a long-term burden reduction mechanism and promote the deepening of the implementation of "double reduction".
