政策网络治理视域下新加坡托底性医疗保障：制度框架与经验启示

From the perspective of policy network governance, this paper studies Singapores basic medical security policy, combs the institutional framework of Singapores general medical service basic security and long-term care service basic security, and applies the policy network governance theory to evaluate the policy from four aspects: governance subject, governance tool, governance structure and governance mechanism. Finally, it summarizes the Enlightenment of Singapores experience on consolidating Chinas underpinning medical security policy. This paper holds that Chinas basic medical security policy should choose the governance theory that affirms the leading role of the government, cultivate diversified governance subjects such as market organizations and community organizations, apply diversified policy tools to improve the governance efficiency of basic medical security, and build an efficient dialogue and negotiation mechanism of basic medical security.
