我国区域整合型医疗卫生服务体系的治理逻辑与路径分析 ——基于多中心治理视角

Governance is the core mechanism of building a regional integrated health care system. The transformation from monocentric governance to polycentric governance is an important way to promote the modernization of health governance system and capacity. Based on polycentric governance theory, this article built a framework of the polycentric synergetic governance of regional integrated health care system, and proposed the governance structure and core mechanisms to promote the institution to be embedded in the local field. For the realistic dilemma in China’s practice, it is proposed that in the process of building a regional integrated health care system, it is necessary to promote a networked, polycentric and synergetic governance structure from the following aspects: clarifying the boundary of integrated care based on health-centered and demand-oriented concept, and developing appropriate integration strategies; making multiple subjects work at full capacity such as government, market, health care providers, patients and their families, social organizations, etc; improving governance mechanism and making rational use of governance tools.
