Gini Coefficient≤0.5:A Normative Derivation of Income Inequality Policy Ceiling

Abstract
Income inequality is one core issue in the fields of economics, sociology, and public policy. Despite the vast body of discussion surrounding this topic, both academia and policy circles have yet to resolve a fundamental question: What should be the reasonable upper limit of income inequality in a society? This paper, based on the fact of intergenerational cooperation (contemporary social output is the product of collaboration between the previous and current generations; since the precise contribution of each generation cannot be calculated, an equal division—each contributing half—is the only just solution) and the axiom of Fair economic starting point (all members of society should be equal at the starting line of economic competition, implying that the wealth accumulated by the previous generation should neither confer advantages nor impose disadvantages on the current generation), deductively derives that a country's Gini coefficient policy ceiling should not exceed 0.5. This paper provides, for the first time, a deductively derived (rather than empirically summarized) theoretical answer to the long-standing classic question: "What is the maximum level of income inequality for a country?" Furthermore, the value of 0.5 offers governments a clear, theoretically grounded reference point for designing income distribution policies and setting redistribution targets.
