Under the strategic background of new quality productive forces driving high-quality development, there is an urgent need for scientific assessment tools in the publishing industry to systematically measure its digital transformation progress. This study constructs a theoretical framework for new quality productive forces in the publishing industry from three dimensions: innovation-driven development, digital-intelligent integration, and green sustainability. Based on data from listed enterprises, it establishes an evaluation system comprising three first-level indicators (factor input, production innovation, and output efficiency), 11 second-level indicators, and 33 third-level indicators. The entropy-weighted TOPSIS method was applied to measure the new quality productive forces of China's listed publishing enterprises from 2017 to 2024. The results show that the comprehensive level of new quality productive forces in the publishing industry exhibited a fluctuating upward trend, with an average annual growth rate of 7.36%. However, there is a prominent imbalance in subsystem development: the production innovation dimension grew rapidly, while factor input and output efficiency dimensions improved slowly, indicating a structural break in the “innovation-transformation” chain. This study not only provides publishing enterprises with an actionable tool for self-assessment and benchmarking but also offers micro-empirical support for industry policy formulation and dynamic optimization.
