摘要

2026年2月,美国能源部发布了名为“创世纪计划国家科学和技术挑战问题”的报告,提出需要通过美国人工智能“创世纪计划”来解决的26个挑战问题,本文对这些挑战问题进行了逐一地研读分析,从“现实问题及需求”、“面临的科学挑战”、“具体的关键问题”、“解决问题的着力点”、“AI赋能的主要思路”、“AI技术及应用”这六个维度对每一个挑战问题的细粒度内容进行了标注。并在此基础之上,将26个挑战问题进一步归类为六大领域,并分领域对这些挑战问题进行了梳理,从问题挑战的角度来观测和分析美国创世纪计划的整体战略框架、总体战略思路、主要工作重点、具体AI举措等。最后,提出了对我国推进AI4S国家战略的启示。

Abstract

In February 2026, the U.S. Department of Energy released a report titled Genesis Mission: National Science and Technology Challenge Problems, which identifies 26 challenge problems to be addressed through the U.S. AI Genesis Mission. This paper conducts a systematic, one-by-one analysis of these challenges. It annotates each problem at a fine-grained level across six dimensions: real-world problems and needs, scientific challenges, specific key questions, focus areas for solutions, core AI-enabled approaches, and AI technologies and applications. On this basis, the 26 challenges are further categorized into six major domains, within which they are organized and examined in a structured manner. From the perspective of problem challenges, this study analyzes the overall strategic framework, general strategic approach, key priorities, and specific AI initiatives of the U.S. Genesis Mission. Finally, it proposes insights and implications for advancing a national AI4S (AI for Science) strategy in China.
