Scientific evaluation of the service efficiency of public digital cultural platforms is a necessary means to assess the actual effectiveness of platform construction, adjust work ideas, and optimize service models. Based on the TOE theory as the index framework and the hesitant fuzzy MEREC-EDAS method as the core, a comprehensive evaluation scheme tailored to the characteristics of public digital cultural platform service efficiency is proposed. First, a comprehensive evaluation index system for public digital cultural platform service efficiency is constructed using technology application context-oriented TOE theory, covering 3 first-level indicators, 7 second-level indicators, and 18 third-level indicators. Second, based on the average level as the reference point, a hesitant fuzzy MEREC-EDAS method is proposed to measure platform service efficiency by representing evaluation information with hesitant fuzzy sets, integrating evaluator risk preferences, and conforming to the nonlinear characteristics of platform service efficiency changes. Finally, empirical research is conducted on 4 public digital cultural platforms in Yunnan Province, and corresponding countermeasures and suggestions are proposed based on the analysis results. The results show that this evaluation scheme provides theoretical support for improving the service efficiency of public digital cultural platforms.
