摘要
近年来，突发公共事件频发，引发大规模应激反应和心理困扰，不仅损害公众心理健康，也会削弱社会凝聚力与公共安全感。构建系统化的心理危机干预体系，已成为政府层面保障社会稳定与公众信任的关键。然而，我国相关体系在风险预警、跨部门协同与长期评估等方面仍存在一定局限，呈现制度化不足与协同机制碎片化的结构性困境。数智技术的发展，为心理危机干预体系的优化提供了新的契机。本文在回顾国内外研究基础上，引入灾害管理领域的“四阶段循环理论”，结合我国现状与挑战，提出涵盖制度化、协同化与数智化的三维结构框架，系统阐释三种结构性能力在不同阶段中的作用机制。本文通过构建技术与制度协同演进机制，推动我国心理危机干预体系走向常态化、系统化与可持续化，进而维护公众心理健康，增强国家治理韧性与社会凝聚力。
Abstract
In recent years, the rising frequency of public emergencies has triggered widespread stress responses and psychological distress, posing significant challenges not only to public mental health but also to social cohesion and the public sense of security. Establishing a systematic psychological crisis intervention system has therefore become a critical task for governments seeking to maintain social stability and public trust. However, Chinas current system still faces several limitations, particularly in early risk warning, cross-sectoral coordination, and long-term evaluation mechanisms, reflecting insufficient institutionalization and fragmented coordination. Advances in digital and intelligent technologies offer new opportunities to strengthen psychological crisis intervention systems. Drawing on a review of relevant domestic and international studies, this paper introduces the four-phase cycle theory from disaster management and, in light of Chinas current conditions and challenges, proposes a three-dimensional structural framework that integrates institutionalization, coordination, and digitalintelligent empowerment. It further analyzes how these three structural capacities operate across different stages of crisis management. By establishing a co-evolutionary mechanism between technology and institutions, the framework aims to promote a normalized, systematic, and sustainable psychological crisis intervention system in China, thereby safeguarding public mental health while enhancing the resilience of national governance and social cohesion.关键词
