Low altitude new infrastructure is the core foundation of low altitude economic development. Currently, low altitude infrastructure projects are accelerating their implementation in various regions, but there are problems with unclear path selection and applicability. This article constructs a two-dimensional analysis framework for the construction mode of low altitude new infrastructure from two dimensions: "investment subject" and "investment recovery closed-loop method". It systematically compares the three construction modes of government led, market led, and government enterprise cooperation, as well as the characteristics, advantages, and limitations of the three closed-loop modes of investment construction operation integration, franchising, and low-altitude-transportation-oriented development (LATOD). Based on practical cases, scenario based selection suggestions are proposed. Research has found that the construction of new low altitude infrastructure should adhere to the principle of "tailored measures and classified policies", and different regions should choose the optimal mode combination based on their own resource endowment, financial strength, and industrial foundation. First tier cities can adopt the "government led+market led+LATOD" model, achieving a win-win situation through the linkage of special bonds and industrial funds, full cycle operation of enterprises, and development of air rail intermodal hubs; The central and western regions are suitable for the "government enterprise cooperation+integrated investment, construction and operation" model, balancing fiscal pressure and market-oriented operation; The "resource sharing+franchising" model can be implemented in remote areas to reduce construction costs and achieve long-term benefits. The research provides theoretical reference for policy formulation and practical operation of low altitude new infrastructure construction.
