About New Paradigm of Peer Review
摘要
[目的]本文从制度成本角度浅谈破“四唯”立新标的稳中求进路线图——以原始创新为导向构建国家知识交易市场。[方法]运用定性的制度成本分析方法，解构评价制度成本结构，比较了约束条件变化，设计了一套原始创新导向的竞争准则。[结果]提出了构建全国统一知识交易市场的初步方案——国家知识交易市场，包括镶嵌了13条规则的三层巡回评价机制和能够提供知识市价的四级市场结构。[局限]该知识交易市场构想仍需以对照实验等方式进行严谨实证验证。[结论]若能做好官员、学者、公众、企业家、投资人、国家资本之间的关系重塑，就有希望构建起国家知识交易市场，进而提升我国原始创新能力。
Abstract
[Objective] This paper proposed a roadmap for Breaking the "Four Criteria" and Establishing New Benchmarks to achieve steady progress from the perspective of institutional costs analysis- by building an original innovation oriented national knowledge exchange. [Method] It used the method of quantitative analysis to deconstruct the system costs of knowledge evaluation in science and technology innovations, compare the changes in constraints, and design the competitive rules for original innovations. [Result] A primary plan for building a unified national knowledge trading market was proposed - the National Knowledge Exchange, which includes a three-layer circuit evaluation mechanism embedded with 13 rules, and a four-level markets for displaying the public price of knowledge. [Limitation] The concept of a knowledge trading market shall be rigorously verified through controlled experiments and empirical case studies. [Conclusion] If it is possible to reshape the relationships among officials, scholars, the public, entrepreneurs, venture capitalists, and national capital, then it is also possible that the establishment of a National Knowledge Exchange could become ture, which will enhance China's capacity of original innovation.关键词
