Low-altitude new infrastructure serves as the core support for the high-quality development of the low-altitude economy, and the construction of its value loop is of great significance in promoting sustainable industrial development. This paper analyzes the value loop pathways of business model innovations such as EPC+O, integrated investment-construction-operation, public-private partnerships, concessions, and LATOD models. It explores how policy support systems, including airspace management reforms, market-oriented allocation of data elements, and industrial funds, reduce operational costs and enhance value creation efficiency. Additionally, it examines technical approaches like countermeasures for communication, navigation, and surveillance, the "one tower, one city" model, and facility/personnel reuse in supporting the realization of the value loop. The study reveals that the construction of the value loop for low-altitude new infrastructure requires the coordinated evolution of business model innovation, policy support mechanisms, and technical application pathways. Through a combined model of "public welfare foundation + market services", a virtuous cycle of "construction-operating-value creation-reinvestment" can be established.
