摘要
破除跨行业信息壁垒、降低物流成本，是推动物流业与制造业深度融合的命题。公共数据开放兼具制度安排与数据要素双重属性，为缓解两业协同中的信息不对称、信任不足和资源错配提供工具。本文基于2010-2023年中国287个地级及以上城市面板数据，将公共数据开放平台上线视为准自然实验，采用多期双重差分模型考察其影响及机制。研究发现：公共数据开放显著促进两业深度融合，且经稳健性检验后结论依然成立。机制分析表明，公共数据开放通过提升数字化信息服务能力、改善资本配置效率、优化劳动力配置效率和提高存货周转率，分别从信息流、资金流和物流环节推动两业深度融合，其中物流环节较信息流和资金流呈现更明显的滞后响应。异质性分析显示，其促进作用在低财政干预、低制造业集聚和高物流业集聚城市中更显著。本文从制度供给与数据要素双重视角揭示其传导路径及动态过程，为深化物流数据开放互联、推动两业融合提供经验证据。
Abstract
Breaking cross-industry information barriers and reducing logistics costs are critical challenges for promoting the deep integration of the logistics and manufacturing industries. Public data openness possesses the dual attributes of an institutional arrangement and a data factor, providing a new mechanism for alleviating information asymmetry, trust deficits, and resource misallocation in cross-industry collaboration. Based on panel data from 287 prefecture-level and above cities in China during 2010-2023, this study regards the launch of public data openness platforms as a quasi-natural experiment and employs a staggered difference-in-differences model to examine its impact and underlying mechanisms. The results show that public data openness significantly facilitates the deep integration of the logistics and manufacturing industries, and the findings remain robust after a series of robustness checks. Mechanism analysis reveals that public data openness promotes such integration through three supply-chain flows-information flow, capital flow, and logistics flow-by enhancing digital information service capacity, improving capital allocation efficiency, optimizing labor allocation efficiency, and increasing inventory turnover. Among these mechanisms, the logistics channel exhibits a more pronounced lagged response compared with the information and capital channels. Heterogeneity analysis further indicates that the positive effect of public data openness is stronger in cities with lower fiscal intervention, lower manufacturing agglomeration, and higher logistics agglomeration. This study, from the dual perspectives of institutional supply and data factors, uncovers the transmission pathways and dynamic processes through which public data openness drives the deep integration of the logistics and manufacturing industries, providing empirical evidence for advancing logistics data openness, interoperability, and industrial integration.关键词
