基于政策治理的非遗文创产业培育探究
Research on the Cultivation of Intangible Cultural Heritage Cultural and Creative Industries Based on Policy Governance
摘要
非物质文化遗产文创是传统技艺走出静态展馆、融入现代日常消费的重要载体，政策治理贯穿资源摸排建档、原生技艺保护、产业孵化运营、市场秩序规范全链条，是行业稳健成长的核心支撑。近些年国家接连出台非遗专项保护、传统工艺振兴、文化消费扩容升级等文件，推动非遗文创由零散个体创作转向系统化产业培育，但基层落地阶段依旧面临开发样式趋同、传承人现代设计能力薄弱、知识产权维权难度高、城乡业态发展不均衡、中小主体融资受阻等现实难题。本文梳理政策治理和非遗文创产业之间的内在联动关系，剖析产业培育落地承载的文化传承、民生增收、审美建设、对外传播多层社会价值，依托现行政策框架，从分级资源管控、全链条孵化、数字业态升级、产权闭环保护、阶梯人才培育五大方面探索适配未来趋势的培育方式，结合乡村民族技艺、城市老字号、县域小微孵化三类差异化案例总结可复用经验，补充现存痛点与细化优化策略，提出分层施策、精准扶持、多方协同的执行方案，助力非遗文创形成“政策引导、市场主导、社会广泛参与”的良性生态，同步达成文化活态传承、居民增收、城乡协同建设多重目标。
Abstract
Intangible cultural heritage cultural and creative products serve as an important medium for traditional craftsmanship to step out of static exhibition halls and integrate into modern daily consumption. Policy governance runs through the entire chain of resource investigation and filing, protection of original craftsmanship, industrial incubation and operation, and standardization of market order, acting as the core support for the steady growth of the industry. In recent years, the state has successively issued documents on special protection of intangible cultural heritage, revitalization of traditional crafts, and expansion and upgrading of cultural consumption. These policies have promoted the transformation of intangible cultural heritage cultural and creative creation from scattered individual works to systematic industrial cultivation. Nevertheless, the grassroots implementation still faces practical challenges including homogenized development styles, inheritors' weak modern design capabilities, difficult intellectual property rights enforcement, unbalanced development of urban and rural business forms, and financing obstacles for small and medium-sized entities. This paper sorts out the inherent linkage between policy governance and the intangible cultural heritage cultural and creative industry, analyzes the multi-layer social values carried by industrial cultivation and implementation, covering cultural inheritance, improvement of people's livelihood income, aesthetic construction and international communication. Based on the current policy framework, it explores cultivation approaches adapted to future trends from five dimensions: hierarchical resource management, full-chain incubation, upgrading of digital business forms, closed-loop protection of property rights, and stepwise talent training. It summarizes replicable experience through three differentiated cases of rural ethnic craftsmanship, time-honored urban brands and small-scale county-level incubation, supplements existing pain points and refined optimization strategies, and puts forward an implementation plan of tiered policy application, targeted support and multi-party coordination. The plan helps intangible cultural heritage cultural and creative sectors build a sound ecosystem featuring "policy guidance, market leadership and extensive social participation", and simultaneously achieves multiple goals including the living inheritance of culture, income growth for residents, and coordinated urban-rural development.关键词
