智能制造有效应对“去工业化”的理论机理与经验研究及其对中国的启示-基于与制造业、生产性服务业的比较分析

面对美英法等发达国家和撒哈拉以南的非洲地区、拉丁美洲国家以及中国已经出现的“去工业化”问题,本文在理论梳理基础上,采用2000-2014年间42国面板数据经验研究智能制造耦合制造业与生产性服务业异质性影响效应。研究发现:智能制造能够很好耦合制造业和生产性服务业。第一,智能制造一阶滞后对经济增长有107.2602个单位的正向促进作用;第二,智能制造对全球价值链有3.0977个单位的正向提升作用;第三,智能制造一阶滞后对人均GDP有109.2703个单位的正向提高作用。同时,拓展性研究表明,智能制造有利于碳减排,非常契合我国“双碳”目标顺利推进情形下的制造业高质量发展。由此,本文提出政策建议:我国在“十四五”时期,要着力加大专项资金支持力度,加快智能制造改造升级,推进其从基建期进入应用期,将智能制造作为我国制造业高质量发展的主攻方向,使中国率先在世界范围内走出一条优于欧美国家的成功应对“去工业化”的社会主义工业强国发展道路。

There are “deindustrialization” in the developed countries, such as the USA,UK and France, but also in Sub-Saharan Africa, Latin America and China. We apply theories and panel data to do the empirical analysis of the 2000-2014 with 42 countries and find that intelligent manufacturing can help “deindustrialization” The results are as the follows: First, the First Order Lag of intelligent manufacturing can promote economic growth rate to increase 107.2602 units. Second, the intelligent manufacturing can improve GVC positioning climbing 3.0977. Third, the First Order Lag of intelligent manufacturing can increase GDP per capita by 109.2703 unit. At the same time, we find that intelligent manufacturing is good for carbon emission reduction, which can help Chinese double carbon target realization with Chinese manufacturing high-quality development. Therefore, we suggest that during the 14th Five-Year Plan period, we should increase the special fund support by our government to promote intelligent manufacturing reforming and upgrading in order to realize the change from the construction to application period, which is the basic guarantee of the socialism industrial power to be better than Europe and the US to face the deindustrialization problem.
