基于时空消耗的交通拥堵空间治理研究

抑制交通出行需求是治理拥堵的根本。本文的研究目的是探寻一定城市规模下减少交通需求的空间治理思路。基于时空消耗理论建立交通出行时空消耗计算公式,计算不同交通方式下,不同城市结构和城市功能布局模型下的交通时空消耗。结果显示在混合交通方式下的商业、产业、居住地集中式的布局交通出行时空消耗最小,同等城市规模和相同功能区布局下,组团功能完善的多中心城市结构交通出行时空消耗明显小于单中心城市,但组团功能不完善的多中心城市结构不能减少交通出行需求,并以北京市和重庆市主城区为例进行实例分析。结论:一定城市规模下,以大容量公共交通支撑的,组团功能相对完善、集中的多中心结构的城市空间布局交通时空需求最小。

he fundamental governance of congestion is restraining traffic demand. The objective of the study is to find out spatial measurement reducing travel demand of certain size of city. The method: the formula of travel spatiotemporal consumption is set up based on spatiotemporal consumption theory and it calculates the travel spatiotemporal consumption of city models under different urban structures and function layouts. The result shows that the centralized distribution of business, industry and residence under the mixed transport creates minimum travel spatiotemporal consumption, travel spatiotemporal consumption of polycentric urban structure with well-distributed group function is significantly less than a mono-centric urban under same size and functional area of urban layout, but polycentric urban structure with imperfect group function does not reduce traffic travel demand. The case study of Beijing and Chongqing main area is then presented. The conclusion: a polycentric-structured city with well-distributed function layout groups and large capacity of public transport has the minimum travel spatiotemporal consumption.
