基于系统构成要素功能的科技服务业评价指标体系研究

回顾人类社会的发展历史可以发现，在人类社会生产力的发展过程中，先进生产力取代落后生产力，都是由科学技术的进步和科技革命引发的。实践证明，哪一个国家和地区抓住了科技革命提供的历史机遇，哪一个的生产力就能获得大的发展。因此，科学技术始终是先进生产力的集中体现和重要标志。科学进步离不开科技服务业的发展，科技服务为科技活动提供信息、知识和技术服务，凭借知识推动经济的发展。阐述了科技服务业的内涵以后，对科技服务业系统构成的基本要素功能进行分析，通过建立投入产出模型对基本要素进一步细化，得出更加详细评价指标体系。
Recalling the history of development of human society，we can find that advanced productive forces replacing the backward productive forces is caused by s & t progress and s & t revolution in the human development of social productive forces. Countries and regions Which can seize the historic opportunity provided by s & t revolution can obtain large productivity development. As a result, s & t has always been the concentrated reflecting and an important symbol of advanced productive forces. S & t progress can not be separated from s & t service sector ,s &t service provides information、knowledge and technology services for s & t activities, promoting economic development by knowledge. After analyzing the elements\\\\\\\\\\\\\\\
