在电信网络发展过程中，每个网络提供商都必须关注的问题是能否给用户提供一个电信级的网络服务环境，从而衍生出QoS的研究。而对于用户来说，并不考虑运营商如何设置网络、如何调试网络设备、如何实现QoS机制，用户只关心使用该服务时的感觉如何，是否达到其预期需求，即本文讨论的主题QoE，用户体验质量。在本文中将解释QoE的概念，提出定义QoE性能指标的方法并结合具体MMS业务进行阐述说明。
