利用DEA模型和Malmquist指数模型对中国2003-2016年间30个省市(除西藏)的环境资源配置效率进行总体评价,并利用Tobit回归模型对其影响因素进行分析。结果表明,基于静态时间考虑,全国的环境资源配置效率总体水平低下,区域差异明显;基于动态时间考虑,这14年间全国的环境资源配置效率呈增长趋势,主要来源于技术进步而非技术效率,而且不同区域间呈现出各自不同的发展趋势。从影响因素来看,第三产业增加值占比、外商直接投资占比、城镇化率、规模以上工业企业数、R&D内部经费指出、省人口密度和地方环境保护标准数等都是影响环境资源配置效率的主要因素,其中城镇化率、规模以上工业企业数和省人口密度对环境资源配置效率有负向影响。

EA model and Malmquist index model were used to evaluate the efficiency of environmental resource allocation in 30 provinces (except Tibet) in China from 2003 to 2016. Tobit regression model was used to analyze the influencing factors. The results show that the overall level of environmental resource allocation efficiency in China is low and the regional differences are obvious based on static time considerations. Based on dynamic time considerations, the efficiency of environmental resource allocation in China shows an increasing trend in the past 14 years, mainly from technological progress rather than technological efficiency, and different regions show different development trends. From the perspective of influencing factors, the proportion of added value of tertiary industry, the proportion of foreign direct investment, urbanization rate, the number of Industrial Enterprises above scale, R&D internal expenditure, provincial population density and local environmental protection standards are the main factors affecting the efficiency of environmental resources allocation, among which the urbanization rate, the number of Industrial Enterprises above scale, provincial population density have a negative impact on the efficiency of environmental resource allocation.
