煤炭铁路运输外部成本计量问题研究

Based on comprehensive analysis of related research results at home and abroad, the connotation and composition of external cost of coal railway transportation are defined, the measurement model of external cost of railway transportation is presented as well. The measurement methods of the GHG pollution cost, the dust pollution cost, the noise pollution cost and the safety cost are discussed deeply. At last, the simulated calculation combining with a case is finished to prove validity of the models. The research results have the great significance to promote the full cost accounting of coal railway transportation, the decision system of the coal transport corridors and the selection of coal transportation mode.
