With the rapid development of Internet and its influence in all areas of society, and to meet the demand of carrying various services with IP network, a controllable, a manageable network system would make great means for the prospect of network operation and development. To make the controlling, managing, running and maintaining of the network to be effective, and ensure the QoS of various services, measurements for network performance must be done. This paper purpose an architecture of a distributed network performance measurement and management system, which fufils requirements above, and also has the advantage of load-balance.
