循环经济是一种新型的经济发展模式。发展循环经济对于我国彻底转变经济增长方式、推进区域产业结构调整和升级，提高经济增长质量具有重要现实意义。本文介绍了发达国家的成功案例，分析了我国循环经济发展中存在的主要问题，着重从明晰主体地位、制度建设、技术创新和政策保障等方面提出了推进我国循环经济发展的建议。
Recycling economy is a new model of economic development. Development of China’s circular economy has great practical significance for the changes to the mode of economic growth, the promotion of regional industrial restructuring and upgrading, and the quality improvement of economic growth.
