北京土地利用活动的历史演变及用途管控研究

用途管控是城市规划的核心，在不同的社会经济背景下应采用不同的技术手段。以北京为案例，研究城市土地利用活动的历史演变，分析不同时期用途管控的背景、目的和手段，总结用途管控技术演变的历史脉络。为目前的土地用途管控提出改进建议，包括改变单纯的自上而下管控土地用途的方式、在控制性详细规划层面注重弹性控制等。
he land use control is the core of urban planning, and needs the different method based on the societal and economic background. Take Beijing as an example, this article researches the historical evolution of urban land use, analyzes the different background, purpose and method, and concludes the historical context of technological evolution. There are suggestions including the changing the simple top-down control of land use, emphasizing the flexible control of the regulatory detailed plan.
