“网运分离”模式下高速铁路项目的体制性选择方案研究

我国铁路长期以来实行的路局制管理模式,成为了我国高速铁路实现跨越式发展的桎梏,迫切需要改革铁路运营管理模式,实现政企分离,拓宽投融资渠道。"网运分离"进入铁路改革思路。本文在描述"网运分离"模式的基础上,首先分析了最终决定改革方案的国家条件中的"需要"与"可能"。然后对应列出了适应我国的三种可选方案。最后前瞻性的分别探讨了我国高速铁路在网运分离模式下路网与营运投融资主体的方案选择,具有一定的现实意义。
In his paper, Railway Administration what has long been practiced in China's railway system management mode, become the shackles of high-speed railway in China to achieve leapfrog developmenta. So it have the urgent need to reform the railway operation management model to achieve separation between government and enterprises ,also broaden the financing channels. "Separation" go into the Railway Reform. Based on describes the "separation" model,this paper analyzes "needs" and "may." of country conditions which is the final of the reform program .Then list the three correspond options to adapt to China. Finally, it forward-looking probe the investors and financing body of network and operating of high-speed railway in China,it have a certain degree of practical significance.
