2003年淮河蓄滞洪区的运用，虽然保证了下游群众生命和财产安全，但也暴露了很多问题，淮河蓄滞洪区问题再次引起社会广泛关注。本文通过对淮河蓄滞洪区的基本情况介绍，从swot分析入手，找出淮河蓄滞洪区防洪与经济发展并举的协调策略，实现人水和谐共处。
o use the Huaihe River flood storage and detention basin ensured many lives and property down the river in 2003, but it revealed many problems at the same time. Those problems in Huaihe River flood storage and detention basin has attracted the attention of society widely. Giving an outline of this area, based on SWOT analysis, this article is trying to find a coordination strategy between flood control and economic development in order to realize the harmonious coexist of people and water.
