煤矿安全管理制度有效性提升路径思考

he overall situation of coalmine safety improved obviously, but illegal production and illegal operations were still serious, it made that the coalmine safety management institution's effectiveness were worthy of studying. To solve the problem, and to improve the present situation, by using literature analysis and investigation methods, this paper analyzed the related concepts and connotation of coalmine safety management institution's effectiveness deeply.Based on the connotation and research condition, it put forward a model of the impact factors of coalmine safety management institution's effectiveness which called SESEI, it analyzed the coalmine safety management institution's effectiveness from coalmine safety management institution itself, observer ability and attitude, implementation process supervision, external environment and coalmine safety management institution perfect.Then, the article put forward five targeted suggestions for the problem,including estabished a model of improving the coalmine safety management institutional scientificity.
