基于交通流实时检测数据的拥堵损失计算方法的研究
n Estimating Methodology of Traffic Congestion Costs Using Real-time Traffic Data
本文分析了交通拥堵损失的构成,建立了包括燃油浪费及额外排放处理费用在内的交通拥堵损失的计算方法,在此基础上,利用交通流实时检测系统的数据测算了北京市的交通拥堵损失。结果表明,2003年在北京市二、三环路上因交通拥堵延误了1.3亿人小时、浪费了1.5亿公升汽油、 多排放35.3万吨CO2汽油,共计经济损失达33.5亿元。而且,从2002年到2003年北京市二、三环路上因交通拥堵损失增加了大约80%。
In this paper we analyzed compositions of traffic congestion costs and developed an estimating method of traffic congestion costs including wasted fuel and additional abatement costs of air pollution. We also appraised traffic congestion costs in Beijing using data from real-time traffic detection system. The results showed that traffic congestion on the 2nd and 3rd ring roads of the city in 2003 costs \3.35 billion consisting of 130 million hours of travel delay, 150 million liters of wasted fuel and 353 thousand tons of CO2. On the other hand, the traffic congestion costs grow about 80% from 2002 to 2003.
