本文以层次分析法和模糊评判相结合的方法为理论基础，构建商业银行对中小融资企业的选择模型。这种方法用模糊综合评判方法进行评判，既体现决策者的主观意想，又反映了客观的信息，实证分析证明，该评价模型可以科学地对特定地区选择融资中小企业环境进行评价并发行融资环境要素的不足。
