略论国外区域性机构仓储建设的规划与实践——以澳大利亚的ARROW项目、荷兰的DARE项目、英国的FAIR项目为例

With the development of open access movement and institutional repository in domestic and foreign countries, the academic management departments in quite a few countries are putting great effort to integrate the disseminated institutuinal repositories together and establish a national institutional repository system. ARROW in Australia, DARE in Netherland and FAIR in United Kingdom are typical national institutional repository consortiums in foreign countries. This article analyzes software and technology, copyright, services, advocacy in the process of organizaiton and implementation of the three consortiums, and summarizes the experiences in establishing national institutional repository consortium and creating value-added service.
