his article makes a preliminary discussion on the principles of generation, composition and construction of City Brain. It is pointed out that after 50 years of development, the Internet has undergone important changes in its structure and is developing from a network structure to Brain Model. The combination of the Internet brain and Smart city is the root of the city brain. Based on the analysis of the characteristics of the Internet brain model, this article proposes three specifications for building City brain. The first is to establish a unified City neuron technology framework worldwide; The second is to propose that City neurons should allow dual intelligent control of humans and AI, and that humans have the greatest control; the third is to establish a cloud reflection arc of the city brain to meet the various needs of the city.
