地方政府短期化行为对战略性新兴产业发展影响研究

his paper regards local government as a rational economic man, points out that local government's short-term behavior has an adverse effect on the development of strategic emerging industries under constraint of current system in China, and verifies the conclusion by using the province panel data of high-tech industry in China from 2000 to 2009. Empirical results show that: to obtain political promotion and economic interests, a local government may engage in short-term behavior, and the development of regional strategic emerging industries is gradually deviating from the path that central government originally expected. So, to develop vigorously strategic emerging industries, our government needs to reform the assessment mechanism of local government's performance, improve the factor market, protect intellectual property rights, reduce the size of the government officials and the intervention to economy, eventually eliminate the short-term tendency of local government.
