Purpose/significance] Its urgently necessary to construct a system of new types of think tanks for promoting the healthy and orderly development of all kinds of think tanks. [Method/process] Based on the guiding ideology and the overall goals for the construction of new types of think tanks, the paper expounded the Chinese characteristics, main connotations, basic features, system structures, practice exploration of the system of new types of think tanks in comparison with foreign think tanks. [Result/conclusion] For constructing a system of new types of think tanks, its necessary to establish clear value orientation to build scientific network organizations and improve the relevant policy systems.
