Research on Collegial Faculty Re-development of Human Resource Vicegerent -System and Its Risk Management

We have achieved the stratagem transformation of the development phases of the higher education from the elite to the integrative phase of elite and massive in China, one key issue of this phase is the scarcity of faculty, the human resource vicegerent -system (HRV-S) has been the effective method to this issue. Recently five years, the HRV-S as a reform of the human resource (HR) management of faculty incarnates its characteristic in market economy and brings huge HR investment risk. This article defines those core concepts, points out the routes of the faculty re-development and its risk, we use the theory of risk management to analyze the harm and its evadable strategy of those risks, which may help to advance the rational steady fluxion and improve the faculty’s accomplishment, to insure the higher education quality of this phase.
