中国电力行业碳排放的结构路径分析
Structural path analysis of CO2 emissions in China\'s electric power industry
为了发展低碳经济和实现减排目标,深入研究中国电力行业碳排放的产业链,针对性地制定减排政策非常重要。文章基于2012年中国31区域投入产出表,运用结构路径分析(Structural Path Analysis, SPA)从区域关联视角考察了中国电力行业碳排放的产业路径。结果表明:各区域电力行业满足内部需求的碳排放较多,其中内蒙古、河南、山东等区域的碳排放量很大;满足出口、重庆、河北以及浙江等外部需求的碳排放也较多。内蒙古、山西等煤炭资源丰富地区是中国跨区域电力消耗产生碳排放的主要来源;江苏、广东、浙江、山东等沿海区域为满足电力消耗出口需求的碳排放量非常大。电力行业常常经过"电力→(中间部门)→建筑"等路径满足中国各区域需求,经过"电力→化学产品"等路径满足出口需求。为了有效减少碳排放,电力行业需优化能源结构并提升减排技术,中间部门需提高电力利用率,需要推动区域间共同发展,协调好投资、消费、出口与减少碳排放的关系。
In order to develop a low-carbon economy and achieve emission reduction goals, it is very important to study the industrial chain of carbon emissions in China\'s electric power industry and formulate emission reduction policies. Based on the input-output table of China\'s 31 regions in 2012, this paper uses structural path analysis (SPA) to examine the industrial path of carbon emissions in China\'s electric power industry from the perspective of regional correlation. The results show that there are more carbon emissions to meet the internal demand of each region, especially in Inner Mongolia, Shandong and Henan. There are also more carbon emissions to meet the external demand of export, Chongqing, Zhejiang and Hebei. Coal-rich areas such as Inner Mongolia and Shanxi are the main sources of carbon emissions generated by cross-regional power consumption in China. Coastal areas such as Jiangsu, Guangdong, Zhejiang and Shandong have very large carbon emissions to meet the export demand of power consumption. The electric power industry often meets the needs of all regions in China through " electric power industry→intermediate industry→construction industry " and through " electric power industry→ chemical products industry " to meet the export demand. In order to effectively reduce carbon emissions, the electric power industry needs to optimize energy structure and enhance emission reduction technology, the intermediate sector needs to improve power utilization, promote common development among regions, and coordinate the relationship between investment, consumption, export and carbon emissions reduction.
