港口危险货物集装箱及堆场安全管理研究及其关键标准制订

In view of the current port dangerous cargo container and yard safety management is not standardized and related key standards missing, based on previous work and management experience in Shanghai port, standardization study on safety management of dangerous cargo container in port and yard is carried out systematically, through a wide range of literature and field research, in-depth academic exchange with industry-university research cooperation. The laws, regulations, standards and research status of port dangerous cargo container and yard safety management globally were reviewed. And 5 standards draft were formed: 1) The Safe Handling Rules for Dangerous Cargoes Container in Terminal Storage Yard (Draft); 2) The Safe Rules for Handing Dangerous Cargo Container in Port (Draft); 3) The Technical Requirements of Safety Facilities and Equipment for Dangerous Cargo Container Yard (Draft); 4) The Safe Handling Rules for Container Devanning /Vanning of Dangerous Cargo (Draft); 5) Provisions on the Safety Management of Port Dangerous Cargo Container Yard (Draft). Among which, 1 National Standard and 2 Industry Standards have been got approved. The opinions and suggestions of the experts and scholars are widely consulted and absorbed. These standard drafts provide theoretical basis and technical support for elimination the dangerous cargo security accident hazards, prevention of safety accidents and accident emergency from the aspects of organization, technology and management. The relevant standards and safety management information platform has been implemented at 2 dangerous cargo yard for trial in Shanghai Port. These treasures significantly improve the port dangerous cargo container and yard safety management level, thus, greatly reduce the occurrence of accidents and save the cost of management. Therefore, this project is of positive significance for the protection of people, property, environment security, maintaining social harmony and stability.
