试论房地产市场特性与我国调控对策
On the real estate market characteristics and control measures in China
房地产市场的供给是缺乏弹性的,而房地产市场的需求则由刚性真实需求和投机需求构成,因此,在投机需求干扰下房地产市场极易出现价格泡沫和市场波动。所以,国家必须在发挥市场基础性作用的同时,通过严格的调控政策,彻底遏制房地产市场投机需求,并制定长期稳定的规章制度,保障有效供给,稳定市场预期,这样才能使房地产市场价格处于合理水平,逐步实现广大人民住有所居的社会目标。
he real estate market is lack of flexibility in supply, and the market demand is composed by the real demand and the speculative demand. Because of the speculative demand's interference, the market is prone to be bubble and volatile. Therefore, as the market play a fundamental role the government must play an active role with the rigorous control policies to curb speculative demand thoroughly, and to develop long-term stable rules and regulations to guarantee the effective supply, stabilize market expectations, in order to make real estate prices at a reasonable level, and progressively realize the people's housing needs.
