基于供应链网络分析自然灾害减灾效能理论初探

Since activities of natural disaster risk management is much and complex and involved of many government departments, coordination of risk management is difficult. In order to solve this problem, we describe activities of natural disaster risk management as a supply chain networks, and put forwards a semi-quantities model with a object function of an economical lost and wounded quantity.
