采用地理信息系统技术,以.NET 和ArcGIS Engine为技术平台,从系统整体框架、系统功能结构、系统实现等方面对三峡涪陵消落区三维地理信息系统的设计与开发进行了探讨,并构建了涪陵区遥感监测信息管理系统。实践表明,借助该系统,能够更加直接和清晰地揭示出消落区的现状和趋势,有助于管理者做出较合理的预测与决策,为消落区的监测管理提供了一种直观高效的管理方式。

By the technology of GIS, with the platform of .NET and ArcGIS Engine, from the aspects of the whole frame, the function structure and realization of this system, this paper discussed the design and development of monitoring system for Level-fluctuating zone. And also, a monitoring system was established. Practice indicated that with 3D visualization and spatial analysis of this system, the actuality and trend of Level-fluctuating zone can be opened out clearly, which will be helpful for governors to make reasonable forecast and decision-making. Thus, it will provide an intuitive and efficient mode for monitoring the Level-fluctuating zone.
