度量是一个重要的基础的概念，度量的度规和度量的原则是度量的两大要素，在度量的过程中应当遵循度量的原则。本文讨论了度量的原则，度量的原则应当作为公理在数学中被使用。最后定义了精度的概念，并通过精度概念给出了一个修正的满足可数可加性的外测度的定义。
Measure is a important base concept,it has two essential factor: DuGui and The principle of Measure ,thus when you make measure you must follow the principle of measure. In this paper the principle of measure is discussed, the principle of measure should used in the axiom of mathematics.At last, the concept of precision is redefined. Based on this concept, a revised definition of exterior measure which satisfied well with countability and additivity is presented in this paper.
