基于风险分担的污水处理BOT项目特许定价模型研究

本文列出了影响污水处理BOT项目特许价格的十五种风险因素，提出了风险分担格局变量。分析得出决定特许价格的定价要素是成本、投资收益率和进水量，同时存在着政府部门要求和政府补贴两个约束条件。把风险成本、风险日进水量、风险投资收益率引入净现值的计算公式，通过风险分担格局变量实现风险分担，从而构建了一个基于风险分担的污水处理BOT项目特许定价模型。
he paper lists 15 risk facts of BOT project of sewage treatment, and brings forward a variable of risk allocation structure. It is concluded that the cost, yield rate and quantity of sewage are pricing facts, and the demand of government and the government subsidy are restriction facts. By Bringing the variables of risk cost, risk quantity of sewage and risk yield rate into NPV formula, and realizing the aim of risk allocation through a variable of risk allocation structure , we get the model of concession pricing of BOT project of sewage treatment based on the risk allocation.
