科技论文网络发表的科研管理与评价机制之浅议

he paper introduced the origins of scientific papers published via internet first, then discussed the characters of the papers and probed into the influence on society, academic circles and management of science and research of scientific papers. Then, the author made the mechanism of science and research management of scientific papers published via internet form four aspects--government, the academic circle, the network superintendent and users. Finally, the author proposed that scientific papers published via internet is a large system involving many elements such as government, the academic circle, authors, users, publishing industry, etc. The development of it depends on the application and attitude of each factor, as well as the cooperation and coordination.
