工程项目评标的孤立点检测与预警分析
Outliers detecting and risk pre-warning of the tender evaluation for civil projects
本文针对目前工程项目评标普遍采取的综合打分法的一些缺点，从孤立点检测角度入手进行了探讨，并提出一种基于相似系数和的孤立点检测模型，通过研究天津地区水利工程项目评标的历史打分数据，利用该模型对其进行奇异分析，发现其中的孤立点，进而给业主提供评标相关建议，提醒业主对某些风险引起重视，帮助其提高招投标项目的成功率。
In this paper, the outliers detecting model based on similar coefficient sum was given for the purpose of compensating the insufficiency of the comprehensive scoring method adopted by tender evaluation for civil projects. With this model, the outliers could be found on the basis of the historical data of tender evaluation for civil projects in Tianjin, China, according to which exception analysis and pre-warning could be carried out, then some advice to the owners was presented to prevent certain risks and help them improve the success rate of bidding projects.
