PPP项目控制权配置影响因素评价

rying to overcome the low efficiency of public-private partnership (PPP) cooperation, authors consider it as enhancing a complete contract.Starting from the aspects of optimizing allocation of residual control rights, the authors innovatively bring the two-tuple linguistic into the MAMCA,in order to solve the problems, i.e., missing data semantics in the evaluation process of the original MAMCA method.Respectively, two aspects are used to evaluate the influence factors of the right of control of PPP project: the public sector and the private sector.Based on the modified MAMCA method, authors revaluate the influence factors, andobtain the critical ones in the process of allocating the control rights in the PPP projects,furthermore give some suggestions in the rights allocation.At last a controlling rights allocation system is built.
