本文通过研究一般企业的社会责任，结合电信运营商的行业特点，提出了电信运营商社会责任的内容框架。从电信运营商不同的利益相关者的角度出发，阐述电信运营商对每一个利益相关者团体社会责任的具体内容，并提出普遍服务是电信运营商最大的社会责任的观点。
his paper provides a framework for Telecom Operators Social Responsibility through basing on general corporate social responsibility and combining with the characteristics of telecom operators. Elaborate the content of telecom operators’ social responsibility for each stakeholder groups and point the view that Universal service is the biggest social responsibility for telecom operators.
