各类环境规制工具对我国环境质量影响的实证分析

In this paper，we divides the environmental regulation tools used in China at present into explicit environmental regulation tools and implicit environmental regulation tools. The explicit environmental regulation tools are further divided into: command type, market incentive type and voluntary type. This paper selects the panel data of 31 provinces in China from 2008 to 2016 for empirical analysis. The results show that all kinds of environmental regulation tools have a significant improvement on the environmental quality of China, including command-based and market-based environmental regulations. Tools play a big role, but the implementation of command-based environmental regulation tools has a heterogeneity of length of time. Voluntary environment Due to the weak construction of the environmental protection department in China, the low professionalism of petition work does not improve the existing environmental quality. Therefore, this paper believes that China should still improve the legislative supervision of the environmental sector and the intensity of the collection of sewage charges to consolidate the core regulatory policies, and enterprises should reasonably arrange the development and promotion of investment in pollution investment governance, and promote the environment through long-term dynamic optimization. At the same time, we must fully implement the various letters and visits work system and spare no effort to improve the existing basic education level in China to comprehensively improve China\'s existing environmental quality.
