国外数字包容研究综述及启示

p><strong>Purpose/Significance </strong> Building a digital China and a network power needs to study digital inclusion. Grasp the progress of foreign research to promote domestic theoretical research and digital governance and service practice, and accelerate the process of Chinese path to modernization and digital China construction.<strong> Methodology/Process </strong>Through literature survey and content analysis, this paper summarizes the research methods, contents and themes of digital inclusion in foreign countries, and draws inspiration. <strong> Results/Conclusions </strong>The research found that digital inclusion covers and transcends the research of digital divide, with diverse research methods; The total amount of research results is relatively small; Digital inclusion studies cover a wide range of digital vulnerable groups; Multi-frame model research; Pay attention to the research of measurement indicators; Outstanding role of digital inclusion services in libraries. The research topics mainly include digital vulnerable groups and their digital inclusion situational factor analysis, measurement indicators, framework models, digital inclusion projects, and strategies to achieve digital inclusion. The further enlightenment from the analysis of foreign research is that digital inclusion has the characteristics of sociality, space-time difference, policy-orientation, multi-agent, sociality, dynamic, measurability, interdisciplinary, and prominent public welfare;China has a large number of digital vulnerable groups, so strengthen the community research of digital vulnerable groups; Carry out macro research based on field survey to help the national top-level design launch relevant policies; Pay attention to the popularization of digital education and promote the cultivation of digital talents; Pay attention to interdisciplinary cooperative research and innovate research theories and methods; Pay attention to strengthening the research and implementation of cross-border collaborative projects; Promoting the theory and practice of digital inclusion is the social responsibility of the library world in the digital era.</p
