我国风电产业发展与政策设计-与丹麦的对比研究
he Study of the Wind Power Industry Development and Policy Design in China - Comparison of Denmark
由于技术障碍所导致的风电成本高、入网难等因素的存在,需政府制定实施一定的扶持政策以推动风力发电技术的有效扩散。在政策设计方面,以风电装机容量为测度,利用技术创新扩散模型将中国及丹麦的风电产业发展过程科学划分为三个阶段。在此基础上,借鉴丹麦在其风电发展各阶段中所实施的扶持政策的成功经验,并结合中国风电产业发展中存在的问题,创新性的设计风电扶持政策的出台时机及政策针对性,从而促进我国风电产业持续、快速、健康发展。
ue to the high cost of wind power, the difficulty for grid connection and other factors caused by the technical obstacles, supportive policies should be taken to promote the the effective diffusion of wind power technology by the government in China.On the side of policy design,the technological innovation diffusion model is used to divide the development process of China and Danish's wind power industry into three stages.Learning from the successful experience of Danish's wind power supptrtive policies in its various stages , and combined with the problems exist in China's wind power industry, the policies' introduction times and policy relevances are designed to promote the sustainable,rapid and healthy development of wind power industry in China.
