排污权交易在污染控制中的应用

Pollution permit trade is one of the most potential environmental management means used to control total pollution in one region. In this paper, water pollution is taken as a example to discuss the theoretic basic, precondition, feasibility, implemental strategy and advertent proceedings. In conclusion, as the paper points out, despite the elementary conditions to up-build the pollution emission rights market are provided with, but the system can not be put into practice in present period in out country and must be combined with other measures to achieve the anticipative effect.
