居住用地开发强度与规模控制是城市土地利用程度及经济价值的表征,同时也是调控居住容量,提升环境品质、解决日照纠纷的关键。本文以日照标准实施为出发点,以哈尔滨为例,针对城市旧区、城市新区、住区特殊用地规模调整的计算,结合2000~2020年哈尔滨城市总体规划的指标预测,展开对城市居住用地开发强度的讨论,提出城市旧区居住用地建筑密度与容积率的控制建议。并根据城市旧区、城市新区基于日照系数调整的带来的居住容量增量,预测城市建设用地的增长率,以期为城市总体规划用地安排、控制性详细规划的制定提供一定的技术参考与设计依据。

he land development intensity and scale control of residential land is the representation of land use degree and commercial value in city.It is also the key factor that will regulate the capacity, environment and sunshine dispute in residential area.Taking Harbin as the example, based on the sunlight ordinance implementation, this paper will discuss the land development intensity of city residential and advise on the building density and plot ratio in existing urban areas according to the adjustment calculation of the land scale and the 2000-2020 prediction on overall planning of Harbin city. And there will be prediction on growth rate of construction land according to the capacity increment based on sunshine coefficient adjustment in both old and new urban areas. In addition, technical and design reference for the land arrangement in both city overall planning and control detailed planning will also be put forward.
