开放科学数据利益主体协同机制研究

Purpose/significance] Opening scientific data is an inevitable trend of scientific and technological innovation, economic and social development. It is very important to clarify the collaborative driving force of its stakeholders and the mechanism of action to promote the practice of open scientific data. [Method/process] In this paper, after sorting out the stakeholders involved in scientific data opening, we analyzed their functional positioning and interests. Then, summarized the driving forces of multi-subject collaboration, and constructed the cooperative dynamical system model of open scientific data subject and explored the cooperative relationship among subjects. [Result/conclusion] Finally, in terms of stimulating endogenous power and strengthening exogenous power, some suggestions have been put forward as theoretical guidance for the practice of scientific data opening and sharing.
